Five metres of frontage, or no new crossing

Lose the garage and the car has to go somewhere. In Peterborough the city council is the highway authority, and its rules for a new dropped kerb are blunt. The space inside your boundary must be 5 metres deep, measured roughly at right angles to the road, and at least 2.5 metres wide. The council's own words are that it "will not allow any vehicle crossing" where the frontage is shorter than that.

So get the tape measure out before you get quotes. Measure from the back of the pavement to where the new front wall and window will be, not to the old garage door if the room will push forward.

The type of road matters too. On a classified road you need planning permission for the access first. On an unclassified road you don't, and you apply to the council for the crossing itself. A single crossing is three or four low kerbs wide, and once you apply an inspector explains who can build it.

The newest streets carry the most small print

Between the 2011 and 2021 censuses the number of households in Hargate and Hempsted rose by 77%, in Stanground South by 64% and in Hampton Vale by 36%. Those are among the city's youngest houses, and where one of them has a garage, the paperwork behind it is recent too.

For homes like these, the Planning Portal says permitted development rights are sometimes removed for garage conversions, and it tells anyone on a new housing development to check with the council. The city council's planning advice page says it cannot give informal written or verbal advice on whether you need permission. Pull out the planning permission your house was built under and look at its conditions for anything about garages or parking. If it is unclear, the formal route is a certificate of lawful development for the proposed work.

Ten conversions and where they fit in Peterborough

Integral. Where the garage sits under the same roof as the house, the walls and roof are already there, so most of the work is the floor and the old door opening. On a Hampton or Hargate house, check the estate conditions first.

Single. Before deciding, work out whether the drive will pass the five-metre test. If it won't, and the street is already full, you may decide the garage earns its keep as it is.

Home office. Suits anyone working at home most of the week. It still becomes a habitable room, so building control checks the floor and the ventilation.

Bedroom. If the only way in is through another room, building control may want a window big enough to climb out of. Near the Nene at Woodston, Stanground or Fengate, look up the flood map before you choose sleeping over a study.

Double. With two bays, turning one into a room and leaving the other as a garage or store can save you from needing a new crossing at all.

Utility or playroom. A utility can sit behind a kept garage door, which matters on a stone village frontage. A playroom counts as a room to live in, so the building regulations apply to it.

Detached. Used as a workshop or gym by the family, it stays part of the home. The Planning Portal is clear that fitting it out as a self-contained place to live needs planning permission, whoever moves in.

Gym or studio. Weights need a solid, level floor, and the old garage slab is rarely either. Line the walls if a drum kit is going in next to a neighbour's bedroom.

Planning and approval. Planning turns on your estate's conditions, a conservation area or an Article 4 direction, and on the dropped kerb if you want one. Building regulations approval is a separate matter and normally applies whenever the space becomes a room.

Cost. We don't print prices. A missing footing under the old door or a planning application for the access will show up in the quotes, so ask builders to price them separately.

Stone villages, older fronts and sign-off

In the villages west and north of the city, the council's 2011 Design and Development in Selected Villages document is the one to read. Helpston's section says garages and car parking "should not obscure house fronts". For Castor and Ailsworth, windows and doors in new work should be consistent with the style of the property. Barnack and Pilsgate ask for timber in traditional patterns. A white plastic window in place of a stone cottage's garage door will not get far.

Inside the city, 56 Article 4 directions cover 334 homes. Some take away the right to change windows and doors or to pave a front garden, and infilling a garage door touches both. If your house is in an older street or a conservation area, email the conservation team before anyone draws it.

The city council runs its own building control and offers free advice by phone. Once the door comes out, the Planning Portal says the new wall may need a foundation of its own, so have the builder open up the ground there early. Radon protection can be required in higher-risk areas, so check your address on the UKradon map and mention the result when you apply.

Questions people in Peterborough ask

We're on a classified road. Can we park on the front once the garage becomes a room?

Only after planning permission for the access, and only if the space is at least 5 metres deep and 2.5 metres wide. The council won't approve a crossing in front of a shorter space.

Our house in Hampton was built in the 2000s. Who tells us whether the garage can be converted?

Nobody will by phone, since the council says it can't give informal advice on whether permission is needed. Check the conditions on the permission for your estate, and apply for a lawful development certificate if you want it in writing.

We live in Helpston. Can we brick up the garage door and put a window in?

Possibly, but the village design rules say garages and parking should not obscure house fronts and that new work should suit the house. Helpston is a conservation area too, so speak to the conservation team first and match the stone and window style.

I let a house in Fletton. Does the HMO direction stop me adding a garage bedroom?

The trial direction ran from 1 January 2024 to 1 January 2026 and the council lists it as expired. Ask whether a new one is in force, and remember the room still needs building regulations approval.
